On February 27, 2020, at the Vietnam - Japan Workshop: "Promoting the development of e-government for the administration and guidance of the Government, ministries, branches and localities" Vietnam Initiative presented the "Experience in implementing the Index Tracking Table for the guidance and administration of Governments around the world" and introduced the pilot Dashboard, researched and developed by the Vietnam Initiative for Government office.

Speaking at the opening of the conference, Minister and Chairman of the Government Office Mai Tien Dung emphasized that E-Government towards digital government, digital economy and digital society is an indispensable and vibrant trend. in many countries around the world, especially in the context of fast and powerful industrial revolution 4.0.


Recognizing the trends and the room for economic development, the basic foundation for realizing the aspiration of international integration of Vietnam, the Government and the Prime Minister of Vietnam have chosen this approach and agreed on a consistent basis. points of development and development of e-government must ensure close cohesion between the application of information technology (IT) to administrative reform, improve publicity, transparency, innovate service methods, get people. Centered enterprises and the satisfaction of individuals and organizations are an important measure in e-government development.


On behalf of the Government Office leader, the Minister and Chairman of the VPCP thanked the Japanese Government, the Japanese Embassy in Vietnam, the Ministry of Home Affairs and Communications of Japan, and the International Cooperation Agency. Recently, the Government Office, together with ministries, branches and localities, closely coordinated to deploy the systems of: National public service portal, Government information system for meeting and handling work (e-Cabinet). ), A national communication axis for sending and receiving electronic documents between agencies in the system of State-owned cities, the Government meeting system.

These systems have been voted as typical IT events in 2019 and in a short time achieved very positive results.

Specifically, with the promotion of sending and receiving electronic documents via the National Document Connecting Axis, from the opening date of March 2019 to February 25, 2020, there were more than 1.3 million electronic documents. sent and received via the National Axial Link, the number of electronic documents sent and received in the 10th month compared to the first month when operating has doubled.


The e-Cabinet system was put into operation and used towards the paperless Government, monitoring the situation and results of implementing tasks assigned by the Government and the Prime Minister. Since the opening of June 2019, 11 meetings and meetings of the Government have been served (delegates use electronic documents instead of printing, copying over 42,000 paper documents) and conducting The management board of the Government voted on 230 members to replace the issuance of more than 6,000 paper votes and more than 29,000 documents and paper documents attached.


The establishment and operation of the national public service portal with the view that people and businesses are central, improving service quality has brought about initial effectiveness after more than 2 months of opening (December 2019 ) has more than 65,900 registered accounts, more than 17 million visits, more than 1,925,000 status sync records on the National Public Service Portal, including 11,000 online records made from the Public Service Portal The country was successfully processed. These figures show the great attention as well as the expectation of people and businesses in using a centralized gateway to conduct online transactions with the Government.


For the Government reporting information system, which is being tested and connected by VPCP, connecting to the information and reporting systems of the ministries: Finance, Planning and Investment, Ministry of Information and Communications ... It is expected that in early March 2020, VPCP will officially launch this system. Participating in the development of the indicator set is also supported and commented by Vietnam Initiatives.


The Minister and Chairman of the Government Office stated that in 2020 and the following years, there are still many new tasks that can be achieved to meet the goals and requirements of the Government and the Prime Minister in renovating ways and working methods. , towards the paperless administration, the direction, administration, and settlement of data-based jobs requires the continued cooperation of the ministries, branches and localities. .
