On December 13, 2016, in Hanoi, the Central Economic Committee held a seminar to consult experts on the research report "Diagnosis of growth bottlenecks and production capacity map of Vietnam" with the support of the United States Agency for International Development (USAID). Mr. Cao Duc Phat, Member of the Party Central Executive Committee, Standing Deputy Chairman of the Central Economic Committee chaired the seminar.

Speaking at the seminar, Standing Deputy Chairman Cao Duc Phat said that in recent years, the world economic situation has had many unpredictable changes. In this context, the fourth industrial revolution is strongly affecting the structure, development level, growth rate, business model, labor market, etc. of nations. He emphasized that at present, Vietnam has basically followed the growth model mainly based on exploitation of resources, investment capital and cheap labor, not much on increasing labor productivity and applying science. technology - learning, organizational innovation, production and business management, economic restructuring.
He said that implementing the Resolution of the 12th Congress of the Party, the working program in 2016, the Central Economic Committee coordinated with a number of domestic and foreign experts with the support of Development Agency. The United States International (USAID) through the project "Governance for Comprehensive Growth", organized a research report on Growth bottlenecks and Vietnam's Production Capacity Map to propose Specific solutions enable Vietnam to take advantage of potential production advantages and improve production capacity, labor productivity, contributing to improving the quality of growth and competitiveness of the economy.
At the seminar, delegates focused on discussing solutions to clear bottlenecks to boost Vietnam's economic growth; Vietnam's production capacity in global production networks and value chains is aimed at improving the economic structure to maintain the speed and quality of economic growth in the long run. From there, the participants proposed specific solutions to help Vietnam take advantage of potential production advantages and improve production capacity, labor productivity, contributing to improving the quality of growth and competitiveness. of the economy.
Concluding the seminar, Deputy Chairman Cao Duc Phat thanked and appreciated the speeches of the participants attending the seminar, especially the speech of Prof. Ricardo Hausmann. The seminar obtained very in-depth reports of the research team, systematic analysis, showing convincing short-term, medium and long-term bottlenecks of the economy. Other aspects of the issue are also deeply studied and analyzed. He said that the research results are an important and valuable suggestion for the Central Economic Board in carrying out its tasks.
