Strategic Leadership Development (S-LEAD)
for Senior Vietnamese Government Officials

S-LEAD is a program sponsored by the Vietnamese government that offers leadership training to select senior officials. S-LEAD was established in 2015 and is supported by the Vietnam Initiative, Indiana University, and the U.S. Department of State. Through the program, two cohorts of Vietnamese officials come to the U.S. each year as S-LEAD Fellows for four months of research and training.

While in the U.S., S-LEAD fellows:

i) conduct research projects related to their work under the supervision of a faculty member at Indiana University;

ii) take graduate courses in policy analysis, management, and leadership at SPEA; 

iii) visit and study different U.S. government agencies at both the federal and state level; and

iv) participate in a leadership program at Harvard University.

VYLA is a full scholarship program that supports outstanding Vietnamese state employees and researchers as they earn a master’s degree or Ph.D. from SPEA. The program, co-sponsored by Vietnam’s Ministry of Education and Training and SPEA, provides the analytical and managerial skills necessary to succeed in all branches of government.


SPEA’s top-ranked master’s program in public affairs includes two years of coursework, research and internship opportunities, as well as field trips to government agencies, NGOs, and private organizations in Washington, D.C., New York, Boston, and other major U.S. cities.
Students wishing to apply directly to the Ph.D. program must hold a master’s degree from a world class university.
